1. List of Filing Entities (see Attachment 1).
2. Filing entities are required to register their
accounts on the Patent Pre-examination Service System (accessible through the
center's official website http://www.szippc.cn/ippc/, click on "Patent
Pre-examination Service System" http://zlys.szippc.cn:8001/cms_website/).
Upon successful registration, they will receive a notification via SMS to login
to the system and fill in the filing information. After approval, they can
submit a patent pre-examination application to the Protection Center (see
Attachment 2 for the system user manual).
3. Filing entities are required to designate dedicated
personnel from their organization to promptly join the "Suzhou Patent
Pre-examination Filing Entity Group 2022" (QQ group number: 499916690) to
receive notifications related to pre-examination matters.
4. Filing entities should make full and reasonable use of
pre-examination resources and submit pre-examination cases strictly in
accordance with the acceptance scope (see Attachment 3), application
instructions (see Attachment 4), and commitment letter (see Attachment 5)
requirements of our center.
5. If filing entities engage in any of the following
behaviors: submitting abnormal or low-quality applications, having a low pass
rate in pre-examination, repeatedly submitting the same technical solutions,
entrusting unqualified agencies to submit applications, or engaging in other
activities that violate the principles of honesty and creditworthiness, the
center reserves the right to suspend pre-examination services for the filing
entity and its agents as necessary, and relevant information will be reported
to the market supervision authorities and the National Intellectual Property
Administration.
