To encourage Suzhou's key industrial enterprises to attract and cultivate scarce talents, and to fully leverage the role of talents in transformation, upgrading, and innovation, in accordance with the spirit of the document "Several Measures for Further Promoting the Priority Development of Talents" issued by the Suzhou Municipal Committee of the Communist Party of China and the Suzhou Municipal People's Government (Document No. [2016] 28), these detailed rules are formulated.

The application and review work for the 2022 Gu Su key industry scarce talent plan has been completed, and it has been approved at the first meeting of the Suzhou Municipal Committee's Talent Office in 2023. A total of 3,007 people have been selected for the plan this year, and the list of proposed sponsored individuals is now being publicized. The public notice period is from March 29, 2023, to April 4, 2023.
